The auto-yellow rotating light (V-2 signal) does not grant priority of way. Its function is solely to warn other users of the presence of a vehicle travelling at an abnormally reduced speed or carrying out work on the road. Other drivers must take extra precautions, but they are not obliged to give way as is the case with priority vehicles on emergency service (blue light).
