C)No, as a general rule.Correct
As a general rule, children under twelve years of age may not travel as passengers on mopeds and motorcycles. Exceptionally, children from the age of 7 are permitted to travel as passengers on such vehicles, provided that the driver is their father, mother, legal guardian, or an adult authorised by them. The following conditions must also be met:

1.- The vehicle's registration certificate must state that it is authorised for more than one person.
2.- The child must use the appropriate seat behind the driver.
3.- The child must sit astride the seat with their feet resting on the side footrests.
Under no circumstances may the passenger be positioned in the space between the rider and the handlebars of the moped or motorcycle.
4.- Both must wear approved protective helmets.
