You are stopped at a traffic light. When is it permitted to talk on a mobile phone?

While driving, the use of mobile phone devices and any other means or system of communication is prohibited, except when the communication takes place without using the hands or using headsets, earphones, or similar devices. The fact that we are stopped at a traffic light does not mean we are not driving, as we remain within the flow of traffic and the prohibition persists. We may only use the mobile phone while using a hands-free device.
