On this two-way road, is the position of the light blue car correct if it is going to turn left?

If the road is one-way, to turn left the driver shall position the vehicle at the left edge of the carriageway, without invading shoulders, pavements, platforms, crossings or zones excluded or reserved from traffic. If the turn is to the left but the carriageway is two-way, the driver shall keep close to the longitudinal marking separating directions or, if this does not exist, to the centre of the carriageway, without invading the area for the opposite direction.
In this case, the light blue vehicle is incorrectly positioned since the road is two-way.
