Is it correct to overtake a cyclist outside a built-up area leaving 1.5 metres of lateral separation?
A)Yes.Correct
B)No.
When overtaking outside built-up areas pedestrians, animals, two-wheeled or animal-drawn vehicles, vehicles immobilised on the road, or assistance vehicles when carrying out assistance and rescue operations, the manoeuvre must be performed occupying part or all of the adjacent lane of the road.
If there is more than one lane in our direction, the adjacent lane must be fully occupied, and changing lanes is mandatory when overtaking cycles, mopeds, or groups of them.
In any case the lateral separation shall not be less than 1.50 metres.

Therefore the separation kept in the overtaking is correct.
Remember that to overtake a cycle or moped in a built-up area we must also leave such separation.
