Who must notify the sale of a vehicle?

When a vehicle is sold, the seller must notify the Traffic Authority of the transfer within a maximum of 10 days. The buyer must apply for the renewal of the registration certificate within 30 days of acquisition; otherwise, the vehicle may not be driven.
