What do flashing red lights mean?

A flashing red light, or two alternately flashing red lights, temporarily prohibit vehicles from passing before a level crossing, the entrance to a movable bridge or pontoon ferry, near the exit of fire-fighting vehicles, or due to the approach of a low-flying aircraft.
